The windows forms by default are very dull in VS.Net if you are using the GUI to design them.

How do you make yours look unique?
I find the properties panel, even with completely modified settings, still makes the windows look the same besides some color changes.

How do people make completely different "skins" for their forms?

I do not know if this is what you are looking for, but this program allows you to make your entire program skinnable with only two lines of additional source code.

I believe you can make it so your end users can even skin the interface.

That skin program may work (not sure though) but i still believe you are best off using the inbuilt functions.
Get someone to come up with some graphics for you and integrate them into the design.

You can easily do that using the System.Drawing namespace.
