My hosting company has HELM control panel, but I don't see an option in the control panel to schedule a script to run. I need functionality similar to cron jobs on Linux. Does HELM have such a feature?

You can't schedule a script to run from HELM. I don't know of any Windows hosting control panel that will do that.
